How the Annual Earnings Test Works in 2026

For anyone under full retirement age for all of 2026, Social Security withholds $1 in benefits for every $2 earned above $24,480 per year. In the calendar year someone reaches full retirement age, the threshold jumps to $65,160, with $1 withheld for every $3 above the limit, and it only counts earnings from months before the birthday. Beginning the month an individual attains full retirement age, there is no limit at all. Withheld benefits are not gone; SSA recalculates the monthly amount at full retirement age to credit months when benefits were held back.

First-Year Rule Most Coverage Skips

In the first year someone claims, the Social Security Administration can use a monthly test instead of the annual one. The special rule lets SSA pay a full Social Security check for any whole month it considers the person retired, regardless of yearly earnings.

What counts as retired for a given month in 2026? If you are under full retirement age all year, SSA treats you as retired in any month your wages are $2,040 or less and you did not perform substantial services in self-employment. If you are reaching full retirement age during 2026, the monthly wage figure is $5,430 or less under the same self-employment condition.

SSA's own illustration makes it concrete. A worker retired from his job at age 62 on June 30, 2026, having earned $37,000 before retiring. On October 5 he started his own business, worked at least 15 hours a week for the rest of the year, and earned an additional $3,000 after expenses, for total 2026 earnings of $40,000. Although his yearly earnings substantially exceed the 2026 annual limit of $24,480, he receives a benefit for July, August and September, because he was not self-employed in those months and his earnings in each were less than the $2,040 monthly limit. He does not receive benefits for October, November or December because he worked in his business more than 45 hours per month in all three months. Beginning in 2027, deductions are based solely on the annual earnings limit.

Self-Employment Hours Trap

Notice what disqualified October through December in SSA's example. The hours did it. The $3,000 sits under the monthly dollar figure, so the money alone would have been fine. Substantial services in self-employment means devoting more than 45 hours a month to the business, or between 15 and 45 hours to a business in a highly skilled occupation. The test is an AND, not an OR. Being under the dollar amount alone is not enough if you are still putting in the hours, especially in a skilled field like law, accounting, engineering, or medicine.

A retired attorney who takes $500 in fees but spends twenty hours a month reviewing client files has performed substantial services and loses that month's check. A retired warehouse manager doing occasional weekend inventory work at ten hours a month likely has not.

Year Two Looks Different

The special rule applies only in the first year. Starting the following January, the annual test takes over. For anyone planning a phased retirement, a side business that fits under the monthly test in year one may still trigger annual withholding in year two if wages and self-employment income clear the yearly threshold. Cost of living adjustments will shift the thresholds; the 2027 Social Security COLA is tracking toward 3.1% with one of three Q3 months in, though the final figure is not set.

Filing Checklist for a Mid-Year Retiree

Before signing anything, walk through five items with SSA:

  1. Confirm your stop-work date and the first month you want to be considered retired. That first month drives everything.

  2. List each month's expected wages against the 2026 monthly figure that applies to you, either $2,040 or $5,430.

  3. For any self-employment, log expected hours per month, not just dollars. Note whether the work is in a highly skilled occupation.

  4. Ask how withheld benefits will be adjusted at full retirement age, so you understand what is delayed versus reduced.

  5. Use the benefit estimator and retirement planner at ssa.gov to model your month-by-month picture before you file.

The special rule is one of the more forgiving corners of Social Security, but it hinges on details SSA does not volunteer unless you ask. Confirm your status with a representative before your first check posts, because small facts, a start date, a client meeting, a busy October, can move a month from paid to withheld.
