Every winter, prospective retirees visit Phoenix or Tucson, drive neighborhoods in shirtsleeves, and price out trading a snow shovel for a golf cart. They visit in February, run the math on lower property taxes, and imagine a July they will handle with tinted windows and an early tee time. Years later, some list the house. When they explain what pushed them out, they rarely lead with temperature.

Give the Heat Its Due, Then Look Past It

The summers are real and worsening. Maricopa County's medical examiner tracks heat-associated deaths, an infrastructure decision that reflects the underlying trend. NPR reported in September on the county's work to track heat-related deaths, and for older residents with cardiovascular disease, diabetes, or medications that impair thermoregulation, the risk is medical. It's important to take this consideration very seriously.

People who leave rarely cite heat as the reason. They bought shaded lots, ran pools at night, drove at dawn, and treated July and August like a Minnesotan treats January. By year three, adaptation is routine. The reasons people move a second time sit elsewhere.

Water, Wires, and the Bills That Do Not Compress

Water is the quiet risk, as Colorado River allocations, groundwater designations, and moratoria on new subdivisions in specific active management areas keep shifting. Ask the water provider in writing what the assured water supply designation is for the specific development. For existing homeowners in established municipal systems, the near-term risk is climbing rate schedules. For buyers eyeing outer-ring subdivisions on hauled or private water, exposure can show up in resale value long before it shows up at the tap.

Electricity surprises people from mild climates. The Mountain region's average residential customer used roughly 3,113 kWh in the third quarter at a residential price near 18 cents per kilowatt-hour. For a 2,200-square-foot house with a pool pump, the July bill becomes the single largest recurring cost outside the mortgage. On a fixed income indexed to a Social Security cost-of-living adjustment tracking near 3.3% for 2027, that seasonal burden turns a spreadsheet into resentment.

Property Tax Trade Is Real, but Only Part of the Ledger

Arizona genuinely delivers on taxes for retirees. It ranks 15th overall on the 2025 State Tax Competitiveness Index, with a property tax rank of 13, and the state and local tax burden comes to about $5,951 per capita, adjusted for income. The Vittitoes, profiled by the Wall Street Journal, went from more than $13,000 a year in property tax outside Peoria, Illinois to about $3,600 in Oro Valley. That is the case for staying, and it is not trivial.

The offset is what does not show up on the tax bill. Homeowners insurance in wildfire-adjacent and hail-prone corridors has been repriced. Healthcare capacity has not kept pace with the 70-plus population in several metros. Distances are long, and a retiree who stops driving in a car-dependent suburb loses independence in a way a Northeast city dweller does not.

Exit Costs If Arizona Does Not Fit

Selling costs, closing costs, and moving expenses take a real bite out of home equity when leaving. The Case-Shiller national index sat at 336.7 in June, up 0.4% from a month earlier. A retiree who concludes at year one that Arizona was wrong exits cheaply. One who concludes it at year three, after neighborhood inventory has built up, exits into a very different bid.

Who Should Still Go, and the One Question to Ask

Arizona works well for a specific retiree: mid-60s, in good cardiovascular health, with a paid or nearly paid house in an established water district, insurance bound at an acceptable rate, existing specialists accepting new patients, and enough portfolio flexibility that a July electric bill is an annoyance rather than a crisis. On a cost-of-living index of 100.677 and real income of $65,580, that household lands ahead of Florida or California and gets the winters it moved for.

Before signing, ask the water provider in writing about the assured supply designation for that specific address and request the last twelve months of utility bills. Get those documents before inspection. The heat is the risk you priced. The other two decide whether you stay.
