Revolut secures banking licence in France

Revolut has obtained a full banking licence in France after a joint review by the Autorité de Contrôle Prudentiel et de Résolution (ACPR) and the European Central Bank (ECB).

The approval comes as the company increases its presence in Western Europe.

Over the past year, Revolut committed more than €1bn ($1.15bn) to the region, and announced plans to recruit over 600 employees across its Western European markets.

It also set out plans to open a Western European headquarters in Paris in 2027.

The Paris-based operation is overseen by senior executives including Frédéric Oudéa, chair of RBSA's board, and Béatrice Cossa-Dumurgier, chief executive for Western Europe.

According to the company, it has around 30 million customers in Western Europe, with nearly 8 million added in 2025.

Revolut Bank said it would introduce services in stages across Europe, beginning in France.

Germany, Ireland, Italy, Portugal and Spain are due to be included in later phases.

Its Lithuanian unit, Revolut Bank UAB, will continue to play a central role for the rest of the EEA.

Under this dual-hub arrangement in Europe, both entities will remain under the supervision of their respective local authorities and the European Central Bank.

The revised structure is meant to help the company adapt products more closely to local markets while building banking links through greater proximity to customers, employees and local business environments.

Revolut founder and CEO Nik Storonsky said: "This licence gives us the foundation to build the next generation of banking for more than 30 million customers across Western Europe. France has become a leading financial hub, supported by a dynamic financial ecosystem and a robust regulatory framework. It is the ideal platform to accelerate Revolut's next phase of growth - bringing us one step closer to our ambition of becoming one of Europe's largest and most trusted banks."

Last month, Revolut received an independent authorised deposit-taking institution (ADI) licence from the Australian Prudential Regulation Authority (APRA).

The approval marks the neobank's official debut as a licensed bank in Australia.
